Well here are some ways u can do it. All of these ways work.

1. The easiest way to get past bess is to just install an alternate browser such as mozilla, opera, netscape, etc....

2. Here is an alternate was to bypass bess, it is faster, easier(kind of), and the best part is that its hard 2 get caught. Here are the steps below.

1. The first step is to find a way to get into the systems registry. You can either goto start>run> and type "regedit", or if your administrator deactivated the start menu(mine did) you can open internet explorer, in the address bar type "c:". That should take you to the C drive. Then goto windows and search under "R" for regedit.

2. Assuming that you are now in regedit, hold down ctrl + f. This should bring up the search box. Now all you have to do is type in the word "bess" and hit search.

3. Once the search has finished it should automatically take you to the location where internet explorer stores the proxy information. Now all you have to do is double click on "Proxy Server".

4. A small window should pop up with the Value name and Value data. Now just delete the text in the value data text box(should be like proxy.bess.org or something). Then click ok

5. Now just goto file>quit. You may have to restart the computer for it 2 work.

6. Your done, have fun browsering the web :D

if you can build an ssh tunnel out of the campus and then proxy all your web connections over that proxy..(you can proxy pretty much anything over an ssh tunnel) so long as the SSh tunnel can be built.
