Also how would the loss of the promoter site from the operon affect the production of the enzymes needed to utilyze lactose?

The loss of the promoter site of the operon would prevent all prodoction of hte enzymes on the lac operon, and thus the enzymes needed to catalyse lactose will nto be produced.
