I would recoment Adobe Macromedia Dreamweaver http://www.adobe.com/products/dreamweaver/ which cust about $399 It is an industry standard website design/development tool

I think the best web design tools are Photoshop (for graphics), Dreamweaver (for coding) and Flash (for animation).. those three work well together and have been known to perform wonders.. There are various ways to get your hands on these products but ill leave that up to you.
