what would be the right email address after@ to taiwan

In all probability, yahoo.co.tw has mostly chinese writing on the web page. The co is same as com in USA, and tw stands for Taiwan. If I was you, I'd send it to yahoo.co.tw. If it happens to bounce, you will know that that's the wrong address.

I am very sure that it should be "yahoo.com.tw" because I have a Taiwan Yahoo account.

I would guess taiwan would be .com.tw as China is .com.cn and France .com.fr

i think all others use .com - why dont you email your friend using both - and see which one gets sent back - or ask your friend to let you know which addy worked in her reply
