electrical ground loop?

how is a ground loop created by running a ground wire from an outlet to a cold water pipe.

The main electrical panel has a cold water bond, not the individual outlets.

The outlets are already grounded to the homes system. Grounding to the pipe is probably unnecessary and that's where the loop is formed.
