Ok so im 17, lets keep it within reason. For Christmas i gave her a 2 paged love letter. I dont know if i want to continue that or do something new. It needs to be special and Verrrrrrrrrrry crafty!

A Love Letter Wow,girls love that stuff..nothing better than someone you like confess to you that they love you too..what a confidence boost..
O.K. but you are right love letters do get old...since you guys are pretty young you might like this Idea...a Scavenger Hunt that you set up..Start of by giving her the Valentines Card with one of her favorite flower..(if you don't know a red rose will do..on that flower attach a ribbon which will lead you to the first place..it could be something simple as park..in the park there will be another flower with another note that will only give the address to another place..(not the place) so while she is wondering the whole time where she is going,you guys are spending time together..lets say the destination is a bookstore..in one of the Maps (you would have to somewhat indicate in the previous note that she needs to look for a map..give some cordinates and a flower to the next place..maby a restaurant that she always wanted to go to..then the waiter can come with another flower and note when he brings the bill, and you guys can go out..have address on the note..(either to a Karaoke Bar..if you can sing..grab the mic and dedicate a song to her..or to a live band and they can announce your love for her..then you will hand her the last card and it could be either a present..or just a card that tells her how much you love her...it is an All day Valentinesday.
My husband did this for me..it is unforgettable!

Well, I'm 17. And I know how it is on a budget with a guy SO.. I know my friends boyfriend went to walmart and got her a pretty gold locket for $20-$25 and gave it to her with a simple pink rose. She loves that thing to death. There IS pretty jewelry out there within a good price budget! If you do random simple things like leave her a trail of notes in her classes or something, its a game within love! Originality is definitely lost these days! Or, invite her over your house and have an indoor picnic with candles and little flowers with a whole bunch of food that you guys have a connection with from the past. (Like me and my boyfriend both have a thing for Twix, fondue, and pez candy, I gave him those as desserts and we laughed and ate and had a blast)!
Girls are easy to please, so don't stress too much! Just a little bit of thought can go a LONG long long way.

Get her a personalize novel like Romeo and Juliet, but instead of their names they'll put yours on the cover and throughout the book.

Here's something creative and craffffty that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!

you should get some beads and make a set for her ( as in Jewelry) make sure there her favorite colors and make it in a really cute pattern you could do like a daisy chain look up designs for jewlery .
