I have turned the big valve and can hear the regulator pressurize. What am I missing? Is there another valve to the house I've missed?

there is a shut-off just before the meter. It looks like a round knob wth a protruding line on top. turn it so that it runs perpendicular with pipe.

I could tell you but I won't! First of all, gas is very dangerous and you have no reason to mess with it if you don't know what you're doing. Second, I would like to know why you haven't called your gas supplier to turn your gas on. Not only will they turn it on, but they will also make sure that all pilots are lit and gas fired appliances are in good working order.

if the gas company shuts the gas off and you turned it back on you can be arrested its private property and you just assumed the liability if anybody gets killed or hurt

there should be a gas shut off at each gas appliance make sure they are on
