They do every place I have ever been that include Amish, the tourist carriages, out West, the mountains! I just thought I saw them ticket a bicyclist for running a stop sign and speeding!

You might want to expand on this, all persons must obey the traffic lights no matter what form of transport they're in. Unless like bus lanes here in the UK they have their own set of traffic lights that switch when they go over a sensor in the road.

In the US, any kind of vehicle has to stop at a traffic light, excluding carriages, bicycles, cars, trucks, and any other motorized vehicle. So what country were you talking about.

They are supposed to. They are considered a vehicle and can get a ticket if they don't. It is just like running a red light.
