No, contrary to popular belief, canabis is illegal in Canada. The enforcement of marijuana laws is perhaps more lax than in the States, but they are still enforceable, especially if you are in possession of a large quantity.
Medical marijuana is available on a very limited basis, and even then cops have been known to raid the houses of cancer patients on the slightest suspicion they have improper permits.

HOWEVER
like Amsterdam - it's de facto decrimialized for smaller quantities - theoretically you can possess up to 28 grams and it would not be considered criminal possession.. however officers are able to excercise their discretion on this (ie. if you act like a jerk - then they may well throw you in jail..)..
You have to excercise discretion and common sense.
That being said - I've known grow-ops to get busted with little more than a slap on the wrist !
If you feel the need to try the weed, may I suggest:
- 300 block West Hastings, you'll find the city's two premier bookstore and café here.. they don't sell it but you'd have no problem scoring it (and then smoking it) here. - A caveat do NOT stray east of here on Hastings - nothing but crack zombies, speed freaks and junkies)
- Commercial Drive - sort of the "hippie zone" there are a few specialized shops here and lots of smokers
- Wreck Beach (in the summer) - the city's world famous nude beach, you can buy pretty much anything here from shrooms to hash, weed, smoothies, cold beers, vegan sandwiches, pot cookies...
just remember - BE SAFE! there are a lot of scumbags in this town that might try and take advantage of a pot tourist.

No it is illegal (criminal law is a federal responsibility) and it is enforced to a degree, with grow-ops being regualry attacked by law enforcement. Nonetheless it is poorly enforced, espceially at the lower levels and law enforcement see its a low priority and unlike civil offences like by-l;aw infractions is a crime and a real hassle to punish for something that isn't likly to be very substatintive. Usually cops just dispose of it if they catch you. It shoudl really be changed a civil offence so fines can written up easily without the need of proof or prosecution hassle.

The use of marijuana comes under the Criminal Code of Canada and is not legal anywhere in Canada except for certain medicinal purposes and that have been approved by a panel of doctors.
