The signs were placed in many other cities and nobody made a big deal. I don't understand why they can fine a company $2mil for the city's stupidity

They weren't fined. Turner paid the money willingly.

The city wasnt stupid. In this day and age, it is important to be careful. If you followed the story closely, you will note that it is WHERE the signs were placed, on bridges, on highways, etc. This is what made them suspicious. If they were just on stores, it wouldnt have been that big of a deal OR, if the marketing company told the city these were being placed, and notified the city after it all went down rather than keeping it on the down low, then it would have been less of an issue.
I respect the Turner Broadcasting for showing some corporate responsibility and paying.

Has the case already gone throught he courts, or was this some sort of settlement that Turner Networks agreed to?
While I agree with you, you've got to remember that here in America, you can bring a suit against almost any person (or entity). But that doesn't mean you'll win.

Turner Broadcasting offered to reimburse the city for their expenditures. They don't want the bad press which would result if they didn't.
