I remember in DARE class in school the reason was "A drug is any substance that when taken affects the way the mind and body work" so alcohol would definatly fit in there.

Alcohol affects brain activity and is definitely a drug. Alcohol is a controlled substance that is taxed,federally and state wise. With out the tax it would not be legal. They still prosecute people that distill and sell alcohol with out paying the tax.

Alcohol is classified as a legal drug because it IS a drug.

It's a mood-altering, sometimes mind-altering, addictive substance.

And it's legal because there are too many people who drink it to ban it (heard about Prohibition? that really worked well...)

Before given an injection, the area is cleansed with a small amount of alcohol, legal for practical use, but not drinking.

Because it IS a drug, and it IS legal. They tried banning it ninety years ago, and the backlash was intense enough that the ban only lasted about a decade.
