It served to show the other nations that the colonies had justification to declare themselves independent. The colonist had debated independence and preferred NOT to do it, but felt they were left no choice. Therefore, they wanted it to be know that they didn't take the matter lightly and in the document listed all the reasons for their decision.

Thomas Jefferson sets out the ground rules for relations between governments and the governed.
"We hold these truths to be self-evident:
1. That all men are created equal
2. That they are endowed by their creator with certain unalienable rights
3. That among these are life, liberty, and the pursuit of happiness
4. That to secure these rights, governments are instituted among men, deriving their just powers from the consent of the governed."
Next Jefferson sets out a laundry list of offenses that "the present King of Great Britain" had committed against the colonists, thus violating the contract between the government and the governed.
He concluded that the states of right are and ought to be free.

Bascially it told King George that the colonies in America were fed up with his treatment and they were going to fight for their rights and make a new country. The Unites States of America because all of the 13 states were united in fighting against the Brittish.
