yes you can tan. you could tan in north dakota if you were willing (or foolish enough) to lay out in the sun awhile.

you need suntan lotion for a tan or else you'll burn. The winter is THE best time here! I live in Palm Beach County

You can get a tan in Toronto in February,on a cloudy day if your willing to brave the cold long enough...........
