They asked him when he was under oath, if he had sexual relations with Monica Lewinsky. He said no. They then tried to impeach him because they said he lied while under oath, which is a crime. He got around it by saying that he believed "sexual relations" to mean intercourse. He only had oral sex with her so to his definition of the term he was telling the truth.

lying to a grand jury under oath. remember, if you're under oath, it doesn't matter what the question is about, if you give an answer that is untrue and you know it at the time, you've committed perjury, it doesn't matter how trivial you feel the issue may be. also, it's only perjury if you know it's untrue, that is the definition of a lie

It was a sex-scandal which led to perjury, completely unimportant to begin with and unrelated to politics...and yet conservatives bugged him about his personal life during times when Clinton wanted to focus on foreign policy. Thanks conservatives!!!

he was tried on sodomy laws. he put a cigar up monica's butt, then he smoked it. then he lied about smoking that fecal cigar to a grand jury, so he got in double trouble for that.
