I'd say its someone who has been taken down by the state in a fairly serious way. Not just fined, but maybe had a vehicle crushed, been put out of business by the revenue, maybe lost their home or gone to prison. If its a grudge its a big one.
Alternatively it could be an anarchist/nihilist protesting against the "surveillance society". I understand there is an Animal Rights connection which is slightly disturbing.

From an investigative point of view.. it could be one of the millions of people who have had fines/tickets... but could be narrowed down to one of those who had, perhaps raised 1 or a number of unsuccessful challenges to those penalties; written "strongly worded letters" in response to them or exhibited violent/threating behaviour as a result... . but it could just be a "crackpot"!!!
It's just a pity that "return to sender" doesn't work in this case!
