I understand you're perhaps trying to make a joke/point about how ridiculous it is that people with no substantial evidence suggest the Bush administration was someohow involved with or knew ahead of time about 9/11. If that is what you are trying to say, I agree with you. Nonetheless, when someone has just died it is disrespectful and inappropriate to joke about their death.
