I Asked Her If We Could Be Friends Again And She Said We Could Be Friends just not hang out friends. Why did She Say That?

I'm guessing that she is in the "popular" crowd... It sounds like she wants to be friends with you but doesn't think that you're "popular" enough to be seen with.
My advice - She's not worth it if she's gonna be like that.

everyone choose who they hang out with not because they're better and your worse but because of whatever influnce they choose to have. for watever reason it may be she doesn't see you and her as close friends. it shouldn't be a big deal to you although you might feel rejected but you don't know her reason. however if you feel she doesn't want to be close with you because of something you're lacking ask her about it but i don't think you should try to change for anyone so don't stress yourself too much about it unless its a bad habit or something.
