when it does not work it acts like it is stuck in a high gear

Try the vehicle speed sensor first. If the ecu receive no signal from the vss then the car will go to default mode causing it to run rough.

You have an intermittent electrical problem that has the speedo as a symptom not the problem. You will have to get the codes it has no doubt stored for a condition that relates to the cluster problem. As dumb as it sounds, the ignition switch or the trans. selector switches used to cause some weird problems like this. They used to cause a voltage drop on different circuits which ended up causing problems where a circuit was susceptable to one. I am not saying for sure that this is what is happening or what is causing it, you need further diagnosis and testing to be sure of what it is. The different on board computers will pick up stuff like this and it is the place to begin. Good luck.
