As President, Harry S. Truman had a plaque on his desk which read, "the buck stops here". I think that answers the question.

First off, lets let them complete the audit. Once we know exactly how much of our money was stolen or embezzled, then we can prosecute the thieves, whoever they. Also we should go after any "aiders and abettoers" before and after the fact.
As an aside until the audit is completed, did Bush really think $12 Billion in CASH would be safer in boxes in Iraq than in a bank in say, TURKEY? Did Bush also give all Iraqis a Hurricane Katrina $2,000 debit card too? Is that where the money is?
Did anyone think to at least write the SERIAL NUMBERS to the cash down? So it could be trackedwhen it was stolen or misplaced or whatever? I wonder how many Al Qaeda used that money to buy bomb-making materials, to use against our own troops?

Like that is the first time that ever happened!
They lose large sums of money like that all of the time.
It probably got diverted to fund some government "black" projects.
A couple of hundred million here, a few billion there and no one is ever held accountable for it.
It just seems to disappear.
And no one in congress seems to care because there is always plenty more where that came from.
They say "what do you expect us to do, shut down the government until we find it?"
LOL

With the current rules regarding declassification of reports and documents, we might never see who is responsible for this, nor will it do any good to know that big bad _____ fill in the blank took this money for this purpose, will they have to pay it back? No will they go to jail? No, so why worry about things that can't be fixed and the answer will just piss you off more.

This is classified, as a lot of things the government does are. This is something that is not worth stressing over because we will never know. I'm surprised it even leaked out into the media.
