Banks.

No, they are just regular government savings bonds. You can buy different denominations. You are better off giving the person cash to invest, they will make more money that way.

Any bank will help you understand the different kinds.

I do, however suggest you get a mutual fund or a CD instead. The bonds are a joke when it comes to interest. Keep in mind ANYTHING having to do with ANY government is usually in THEIR favor NOT yours.

There ARE different types of bonds, such as E and EE, your bank can explain. www.savingbonds.gov explains well, also.
