Yahoo is a universal site and people from everywhere choose, sometimes, names which are too long and may be convenient in their culture. Therefore, I guess, Yahoo had to restrict the name field to a certain length. Also if yahoo leaves the field as unlimited, it will be costly. Longer names occupy larger space on the server HD.

In a nutshell, it is their web and HD and they can do what they deem fit.
