No its free to join.

However!

For security reasons may I strongly suggest you head to your bank and open a savings account specially for Paypal.

When you join Paypal you will have to provide a bank account or checking account number so they know who you say you are.

Paypal is no different then any other website. It can be hacked. Hackers and other pieces of internet garbage spend every waking minute of their life trying to steal accounts.
Thus why I suggest opening an account just for paypal use. You don’t want your life savings wiped out.

Not at the basic level. But Fees are payable under certain circumstances.
You will have to do some verifications, but they are totally legit, once you get your Bank connected to it.
Its worth it to have your Bank account connected, and Paypal is very Secure.
The Fees start to kick in once your transactions each month exceed a certain amount. This may vary in some countries. However, once you do hit that level, IF you do, then they take a percentage I think. Check the fine print on that, and just watch the threshold of your account transactions

No there's no fee, however you will have to have your bank account number, checking or savings, or your credit card number. I'd prefer paypal to anyone b/c its safe. But be aware of the spoof emails. They say something like you need to update your account ASAP or it will cancel in a certain amount of days. Not true. It happened to me.
