Mine are very active during the day, although they tend to be less shy at night if I am out and walking around. As long as the light is not too strong and there are some caves / plants provided, they'll be fine. In my experience, the key to reducing shyness in oto cats is increasing the amount of them. I have 6 in one of my tanks and they're brave as can be, even when I'm in there with the syphon tube.

Unlike most pleco they are active in the daylight. That said they will prefer to spend a large part of the day hiding.

when i had an algea eater he hid in his cave during the day and was active a little during the day. When you turn the lights off they become active. They are very shy. when i would walk up to the tank he would hide. he kept the tank realy clean

Not that much, they prefer soft lighting but stay fairly active during the day.
