I see this all the time. A good woman like you often will choose a total loser for a boyfriend, and he will cost her lots and lots of money before she wises up and gets him out of her life, if she ever does. I never understand it. Often these women choose the wrong kind of man over and over and ends up hating the entire male sex. I hope you haven't gotten attached to him yet. Even if you have, you need to break up with him. Legally speaking, he should pay you back for the damages to your car. When he borrowed it, he took on the obligation to practice due care and diligence to protect it, which he didn't do when he was speeding and running the stop sign. From the sound of things, I would guess that he doesn't even have a job, so even if you were to sue him, he would have no money to pay you back with. Ask him when he can pay you back. If he gives a vague answer, you might have to settle for letting him pay you $25 a month until you get that money back. Don't go out with him any more, and try to find a better man next time. You bought a car. His negligence broke it. You deserve a better man.

Well first go to the police station and see what they have on record. Then you might call your insurance company and tell them what happened. You have to remember insurance company would cheat and lie, to not pay you. Especially, considering your age. Ask your insurance agent for advice, that is if it was NOT your insurance company that called you and said you would have to pay for your car.
Then all said and done. DROP your bf like a cold, oops, I mean HOT potato. You see this is what is called a Dangerous dating signal. You have caught him in the BIG lie involving your stuff. Now if you confront him and he denies it, then drop him. If he does not want to help pay for it. (You are partially responsible, as you were running late. Hope this teaches you what late may cost you indirectly) then drop him. Now if you do not drop him, then you are aware he is a liar and I bet once you realize this, then you will start to catch him in more lies.
But most girls will get suckered into taking the guy back and forgiving him. Then I have no pity for you. But then you will not learn or understand this till you are around 30 years old. How many 30 year old women have said, "If I had only known." But like 16 year old, you only want advice to support what you plan to do already. You definitely do not plan to tell him to get lost now.
Well have fun then.

What a bastard! First thing you should do is dump him!
Since he lied to you, you could probably press charges if he refuses to pay for the damages himself.

He's not worth it if he was going to break up with you, it was just an honest mistake.
