I procrastinate a lot. Fortunately, if I don't want to procrastinate I can help it very quickly. It's just something I do because I'm bored or stumped and when I really want to stop, I stop. It's not a symptom that I'm unable to control like it seems to be with you. If you're unable to stop procrastinating when you want to, don't you think you have a bit of a more serious problem. Maybe attention deficit or something? Did you really need to come to yahoo answers without any answer to this question? You start doodling on a piece of paper during a test, and there's absolutely no way you can stop to start working on the test again sounds a little odd to me. I'm procrastinating right now. I want to stop tho so bye.

You need to get a notebook, and jot down notes when you find yourself procrastinating, or thinking about procrastinating.
The type of notes you need to take are the time, place, condition, and circumstances that you found yourself procrastinating. What were you thinking? What were you feeling? What were you doing?
What are the ways you procrastinate? Do you just completely avoid the things you should be doing ( i.e, watch television instead of studying)? Do you do a lot of rationalizing (i.e, I cannot do this task because I don't have the materials to do them correctly)? Are you self defeating (i.e., there's now way I can finish, so why even start?) Or are your priorities screwed up (i.e., I need to talk to my friends, or I need to talk to my girlfriend, or I need to clean my room before I start my homework)?
There is just a myriad of ways that we delay, avoid, and make excuses. By taking notes, understanding what is really going on, and seeing a pattern of behavior can we then determine how to overcome our procrastination.
In my case, it was a vicious cycle. I did not handle stress very well, and to avoid the stress, I would just put things off. It became a horrible habit. I finally overcame the procrastination by realizing that things had to get done, and they would only get worse and more stressful if I delayed. In the end, it was my desire to avoid undue stress that motivated me to meet the procrastination issue head on.
For example, in college, if I knew I had an assignment due on Friday, I would not wait until Thursday evening to begin. I began immediately after class on Monday afternoon, and I would not go to dinner until I made considerable progress on the assignment. I would just repeat the thought to myself, "I am not going to put myself in a stressful situation Thursday night."
Everything is a habit. Get in the habit of starting immediately, energetically, with determination.
I had a horrible procrastination problem. But I made it through college, and eventually law school. If I can overcome it, you can too.

Here's the thing--if you don't take any of the wonderful advice above to end your procrastination, eventually it will come back to bite you.
So, either take the advice and try somtehing different, or just keep procrastinating. You will do it so bad one day, you'll cause some awful spin-off effect that might be enough to make you stop procrastinating, once and for all.

You see yourself as a procrastinator/ lazy person. Therefore you act like one. Motivate yourself everyday. By saying am going to do this and doing it.

Make goals and go after them no matter what. Never never say "I will do it later". If this associated with a specific thing, avoid using it. For example, too much time on the computer, games, with freinds, etc, etc.
Be strong and stand up for what you really want like your gardes. Always make sure you do your work as fast as you can, not as slow as you can.

Make a daily list of all of the tasks and chores you have to do in a given day. Prioritize things and begin doing the most urgent and/or important task. Work down your list from most important to least, doing each task in turn. Celebrate the completion of your list each day!

You have to make a list of things that you must accomplish daily and stick to it. Do not allow yourself any entertainment time until your list is complete.
