Make sure your eyeliner pencil is sharp (but not too sharp) and clean. You can line only your top lid, only your bottom lid, or both. Don't line the inner rim because it will make your eyes look smaller. The purpose of eyeliner is to accentuate your eyes and make them look bigger.

For the top lid, start at the inner corner of your eyelid and use gentle, feathery strokes to the outer corner, trying to stay as close to your lashline as you can.

For the bottom lid, start at the outer corner and use the same gentle, feathery strokes as you did on your top lid, and stick as close to the lashline as you can.

Remember not to press too hard or go back and forth with the pencil. Eyeliner should be subtle.

Since your just 13, wear brown eyeliner, not black or colored because it will look too mature on you. Also, stick with pencil, don't use the liquid.

Okay, I'm so glad you're asking this! I give you much credit when using pencil eyeliner. You need to relax first. Take the pencil to your LASH LINE. That's where your lashes meet the skin to your eye lid. So, very close to your eye lashes. Of course, close the eye you're going to be applying the eye liner on. It's pretty simple after that. Just make a nice clean line if you can, and if that's too hard, then slowly make a line. Even if that mean stopping for a second and re positioning the pencil. That's how I do it every morning. I really hope I helped! Good luck, and I know you're probably a really pretty girl, make up or no make up. Shine on! And again, good luck!

Start with your eye closed to its most comfortable relaxed level, usually this is not clamped shut. Keep your mouth slightly open and your eybrows lifted (this will help keep the skin smooth and relaxed). It often helps to hold the eyelid taunt at the outside corner of your eye. Work from the inside corner of your eye out in small controled strokes as close to the lash line as possible. And lastly, practise when you arnt planning on going anywhere so you can get comfortable with it.
Also to avoid a racoon like look, line the bottom lid sparingly, start at the outside corner and taper in so that the line ends somewhere under your iris.

I like looking like a racoon. But,just apply it slowly and very THIN. It may take a few tries, but I'm sure you'll get it eventually. Then you'll soon realize, you can't apply eyeliner or mascara without opening your mouth lol Was funny when I figured out no one could lol

Well you can apply it to the top or the bottom. For the top, close one eye and pull the skin outward with one finger so it "stretches" flat. Then with the hand that you write with, apply the eyeliner in a line across the top of your lashes. For the bottom apply the eyeliner just below the lashes or pull on the bottom of your eye and put the eyeliner on the nude colored line right next to your eye.. good luck :)

First of all make sure your eyeliner pencil is sharp but not too sharp where it will hurt if you poke yourself. Then just easily line the bottom or the top of your eye as close as possible to the lashline. It's really easy to apply once you get the hang of it.

Also to the people who are saying she's too young, umm.. yeah this world is changing and people who are as young as 11 are wearing eyeliner and a lot of makeup. It's the person's choice to wear makeup not yours.

The more you practice, the better you'll get. If you are lining the top of your eye, first make three dots, the inner corner of your eye, the center and the outer corner, then just connect the dots. If the line is too thick, run a Q-tip along the edge of your eye and wipe the excess until it is thin enough for you.

Use a sharp pencil - don't use liquid if you're a first timer. At least for me it's more difficult to start with. Just do a little bit right at the lash line...don't over do it! And if you put on too much take it off and start over! Practice when you have some free time and you'll get better!

OH, that is the cutest thing I've ever heard...."I end up looking like a raccoon" That's so funny. Don't apply too much...just on the upper part of your eye...not all around.
