heat bumps usually go away on there own, but try to keep the skin cool and dry. try not to cover up the area if you can help it, the less clothing the better so the skin can breathe.

Are you certain it is a heat rash? My little one was diagnosed with a heat rash and it persisted and persisted. Turns out it was food allergies and she was allergic to much that was in my milk.
If it is a heat rash, keep your little one cooler. Don't bundle too tightly and let air circulate around the skin. If it's warm enough, you don't even need to put clothes your baby. Newborns cannot sweat so if a heat rash does appear, you really need to make sure they are not getting too warm.
Hope this helps.

First contact you doctor. Here are some tips I found on the internet.
removing the child from the triggering environment, such as dressing in less clothing, moving inside to a cooler, air conditioned environment, etc.
mild strength topical steroids, although these usually aren't needed
calamine lotion
compresses with cool water
antibiotics for secondary infections

Not much you can do really except for keep them cool....let them lay around in as little clothes as possible(onesie or nothing but a diaper) and rubbing down with a cool wash cloth will help as well.

Let him/her run around naked (hint: lay lots of towels down !) and GENTLY wipe with a cool, damp cloth 1-2 times daily.

I found that Destine always worked for my children when they were babies. You could always try that and see what happens.
