Describe a person who talks a lot and does nothing. One word would be better. Eg: X says he will finish a job today, but if you ask him tommorrow, he will not have completed the job, will say some lie or the other to cover up. X always makes tall claims about himself but is really nothing.

Describe X in a word or two...

You could use 'verbose' which is 'wordy'; however, this doesn't describe the person in your passage who talks a lot AND shows little action. It would only work as follows: "He's verbose with little to show for it", or (shorter) "He's verbose and little else."

Other options: "all talk, and no action", or "full of hot air" which state that despite his wordiness he does not contribute.

You can substitute the following for 'verbose': 'garrulous' and 'loquacious'
