Keep the shades light, you need to decide whether you're bringing the attention to your eyes or your lips, you really shouldn't do both. With a red lipstick (which not everybody can pull off) you should use neutral shades, you can add extra coats of mascara to make your lashes pop though (I love Maybeline Waterproof Full & Smooth Mascarra)... wait a bit in-between coats. And vice-versa, if you want to do the dramatic eyes, use a lighter more natural color lipstick with gloss.

Use neutrals (browns, beiges, whites, greys). You could either apply it lightly to drawn even more attention to your lips, or you could do the smoky eye with greys. Personally, I prefer the smoky eyed look.
ps. Never use blue eyeshadow--it will actually make you look like your eyes are bruised. Seriously. Unless you want to do the punk thing or look like you're 12.

Well, it really depends on the colour of your eyes, irrespective of the lip colour. With brown eyes a brown or green eyeshadow looks good. Blue/ silver/grey shadow with blue or grey eyes. A more subtle eye colour works best if you have a bold lip colour, particularly if you want to draw attention to your lips/mouth.
