I was laid-off 7 months ago and this is the first job offer. and it pays more than unemployment with benefits should I take the job and look for a second job to pay the bills?

Companies don't like to see employment gaps, you are considered more "employable" when you already have a job. I would take this job and then take your time looking for a higher paying job.

Life has lots of changes, and just because there was a better job in the past, does not guarantee a future one.
If it has been 7 months with no offers, than either take this one while you continue to look for one like your old,
OR start looking at moving.
You can choose between less pay at our current location if you like it or, move if $$$ is more important.

Your 50% scenario is legal, and possible to find. But, it's not the law. Part-time employment is basically up to the employer to designate - if you are in the US. As is the pay. In many cases, part-time jobs pay less than half of what a full time position pays. AGain, it's up to the employer to decide how to designate this. That said, it's very commonplace to designate that anyone working over 30 or 32 hours is a full time employee.

Yes - take it - you can continue to look - but at least your in the field and working again. I also think that you might lose UE benefits if you don't take it. Anything is better than UE as you said - so just keep looking for a higher paying one while you work

Take what you can, to pay the bills. However, continue to look because this clearly not a long-term solution.

Also think of this job as a stepping stone to your success, and then look for opportunities within the company to have a successful career.

If you've seriously been out of a job for seven months I would say take whatever you can get and get yourself off of unemployment.

Definately. Walk before you run. You will work your way back up but not by sitting around waiting for the perfect opportunity.
