I cant cook and he doesnt like cologne i'm clueless because i have never gotten a gift for anyone (also he 26 if that helps).

take him out to dinner and a movie
buy him a bottle (gift package) of his favorite liqure or wine
if he has a hobby do or get somehing in regards to his interest
sport gift certificate ie---golf - hockey etc
if he has a car/truck get something for that ie: wheel cover ---driving gloves---armourall gift basket --gas certificate
lottery tickets in a homemade card
store gift certificate
clothes ie; sweater/hat/shirt/gloves
if he goes to a perticular restraunt or bar get a gift certificate to that place of interest for him
or if he really knows you cant cook, a great idea is to actually cook him a romantic dinner, get help from a friend for coaching but you do the actual work,
wishing you luck and i hope he enjoys what ever idea you decide to use

Men are not as into this day as women are. They know that it's basically created to please the women so he's probably more nervous about what to get you. I say for him give him something thoughtful think Christmas but a bit more romantic. Maybe a card, cook him a dinner, a picture of you looking your sexiest ;). Don't fret over it too much. Don't think birthday because that might throw you off.

Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
