Sometimes, depending on the carrier and how you want to send. I know that MSN Messenger allow you to add a mobile number to your contacts and you can message that way.
Some carriers offer an SMS system on their main web page to send messages. Other carriers, you cell number is actually an email address @whatever.com or.net.
However, there does not seem to be one standard in place (yet) for PC to Cell text.

I had Verizon and I used to go to the Cingular website, put in my boyfriends cell number (Cingular) and send him typed messages from my computer to his phone. I couldn't get service in my building so I had to do it that way. I'm sure most of the large carriers allow you to do this.

YES JUST ADD THAT NO TO YOUR MESSENGER AND YOU CAN SEND TEXT TROUGH THE CHAT PAGE.
IT CAN BE DONE FROM YOUR YAHOO ACCOUNT TOO.

Well, usually when you get a phone you get some software on a disk with it and that should have what you need on it.
