Freelance Graphic Design?

I am a graphic designer working for a small company. I just graduated college a year ago. i would like to make some extra money on the side with potential to grow into more. How do go about starting up something like this? What is the best way to advertise? What are reasonable rates?

And about rates, that realy depends on what you'll design. You can see how much other freelance designers ask for some work on their sites and on freelancing sites.
