genetics will set a baseline. head size and sinus passage size determine resonance. testosterone will (more or less) determine pitch. they all come into play.

it mostly has to do with genetics, because genetics determine how much testosterone your body is goind to make, and testosterone makes your voice lower (during puberty anyway).
