The scientific method means that when empirical evidence contradicts a theory, the theory is abandoned. To the extent this happens in economics it is a science, to the extent that it does not it is politics.

science is the study of the inner workings of various things such as the body...biology.. the stars ....astronomy. so economics is the study of money and its effect on society and businesses
