No, overpopulation will never be capitalized, unless it's a company name or someone's last name, or at the beginning of your sentence.

It does not have to be capitalized in the sentence you provided. If it were the title of a paper you were mentioning, you would capitalize the whole title such as: Overpopulation and its Effect on the World.
