Scorsese has four masterpieces: Taxi Driver, Raging Bull, GoodFellas, The Departed

Spielberg also has four masterpieces: Raiders of the Lost Ark, Schindler's List, Saving Private Ryan, E.T.

Both have numerous other near-masterpieces. I'd call it a tie.
