My 2003 Jeep Liberty (about 70,000 miles) just broke on me. The tie rod looks like it broke and is leaning on the ground on the drivers' side. I noticed on a website that there is a recall for the "SUSPENSION:FRONT:CONTROL ARM:LOWER BALL JOINT."
I know nothing about cars though, so this means very little to me. Does this have anything to do with why my car is broken and is this covered under some kind of warranty for suspension (7 yr 70,000 powertrain)? If not, how expensive would this be to have fixed? Would I be better off just getting a new/used car?

Yes the recall is legit, call your local dealer to see if your year is covered for the recall. If it is it's free, if not ,around 500 dollars to fix.

No, I don't think you will be able to sell that to a dealership. The lower ball joint would be considered seperate from the tie rod you broke. You are best off going to a shop that can do alignments and have them replace the tie rods with new parts and do an alignment on your Jeep. It's probably going to run you around $300 to $500 bucks.

Contact your local Jeep dealer and discuss the warranty/recall status of your vehicle.

I see a definite relation.

If there is a legitimate recall for your vehicle by all means take it in and it should be taken care of under the stipulations of the recall.
