A charter is a granter of a lease and use of any instrument used to travel in The 19th century that usually meant a boat or ship. Most trading companies didn't have ships to carry their trade goods or passengers so they used Chatermen to get them ships that were available. In other words they got the charter to use the ship for trade for a certain number of voyages.

I dont know about the 19th century but today they arrange chartering of ships and boats
