It depends how much they were bitten off. If just the fins are gone, then yes, they will grow back. They may not be perfect in shape and colour, but they should grow back just fine.
If the fins are bitten off into the nubs, like into the actual flesh of the fish, then chances of regrowth are low.

The most importants things you can do are:
1- remove the source of the aggression, and
2 - keep the water very clean to promote healing (do weekly 40% water changes) and add some salt (1tbsp per 5 gallons) to the water to help prevent secondary infections like fungus.

Seperate the fish to a different tank and add some melafix to the water to help it heal and ward off bacterial infection. How did it get the fins bitten? You may have to get rid of tankmates altogether, goldfish can't be housed with algae eaters, plecos, or barbs.

yes they will grow back. you can help it by letting it have its own space so it doesn't get nipped at anymore. he needs a nice relaxing retreat tank -- no stress.

feed it bloodworms a couple meals a week. protein helps grow fins.

you can use melafix and/or salt in the water and it wouldn't hurt to use a good gram negative and gram positive antibiotic in the water just to make sure nothing gets infected.
