No, they just don't have the muscle capacity to keep it in their mouths.
EDIT: Anyone say "Yes, they're teething" should stop answernig questions that they don't know the answer to. No, babies do not produce more saliva than adults. When they're young they have very weak jaw and neck muscles which causes their mouth to hang open and therefor produce a lot of saliva... why don't you try letting your mouth hang open and watch how much you would drool. For the love of god people... stick with what you know. Stop answering things just for the sake of answering them.
Any instance on the internet that you see saying "They produce more saliva" are simply generalizing what I'm saying. The produce more because they're unable to properly contain it and when they reach a certain age where they increase mouth activity and start to teeth, they produce saliva in the same manner that we would had we not had proper control of our muscles. And yes, they can swallow spit and they do swallow a lot of it.
If you want another example of how lack of muscle control makes you drool look at people with Cerebral Palsy.
