The following herb combination options are recommended by the writers of The How to Herb Book (page 89). They are Pancreas Combinations. As you probably already know, the pancreas secretes insulin into the blood stream. This is a good organ to strengthen when blood sugar problems exist. You may want to get this book or research some of these herbs on your own. But this list will give you some ideas.
Combination 1 (for diabetes): Goldenseal, Juniper Berries, Uva Ursi, Huckleberry Leaves, Mullein, Comfrey, yarrow, Garlic, Capsicum, Dandelion, Marshmallow, Bucha, Bistort, Licorice Combination 2: Cedar Berries, Uva Ursi, Licorice, Mullein, Capsicum, Goldenseal
Combination 3 (for Hypoglycemia): Licorice Root, Safflower Flowers, Dandelion Root, Horseradish Root

Have you tried just diet and exercise/weight loss? I know it can be hard with insulin resistance to lose weight, but the lifestyle change often helps.
