Good question, Matt! I saw a documentary on Tool Time, and it showed when the stairs led to nowhere - they were just a part of the set.

No. They are going up the stairs to an open space. There are usually no rooms upstairs on set.

i notice many many times when a character goes up the steps you can still see there shadow there and they are just standing there. But sometimes it could lead them off to the other side of the set but i do not think it actually goes up stairs.

Well, it is obvious they are walking UP the stairs but frequently there is just a platform for them to wait on till the scene is over.

It depends on the set: The stairs could lead to no where, or there could be a second story to the set.

well, yes and no. they are doing "upstairs" literally, but its not like they are going to a real upstairs area where there are bedrooms, etc. they are just going backstage or wherever to be out of the scene.

Yes, but the stairs normally don't lead anywhere.
