750v is just the vodafone version of the same handset. They often add a letter afterwards to distinguish this. Its essentially the same handset and is already on general release here in the UK not idea about Moscow im afraid tho.

The palm treo 750v has been released in the UK and is on Vodafone. Only at the moment, not sure about Russia though.
