Sunset Sam has a short memory. Clinton had the whole scandal of why personal information files on his enemies disappeared from the FBI and then magically were found in the Whitehouse. Every modern president has had a hand in spying on people and it is foolish to target the Bush wiretaps while forgetting Clinton's filegate. At least Bush claimed that he was doing it out of a concern for national security. Clinton never did explain why or how he wound up with files of his critics.

The answer here greatly depends on your own personal version of morality. It is (in my estimation) the nature of a politician to fabricate the truth to get as many votes as possible. Liberal or Conservative. Both Bush and Clinton lied to the American public.
I guess the real question here is, by your moral standards is it better to lie about infidelity or about the reasons for us to take the lives of thousands of people.

Clinton. His actions involved consentual adults, and did no harm to anyone outside his immediate family. Adultery can hardly be compared to manipulating intelligence and inventing links to 9-11 to justify the invasion of another nation, and the death of a hundred thousand or so innocent civilians, for political gain.

I would say Bush. Especially towards his family. He took this job to defend the country, not to get bj's in the oval office.
