Where can I get rugby tickets that arent from touts and can be bought a while before the game(so that we can travel to venue)

Go to the official website of the team you want to watch and buy a ticket online, or there will be a phone number that you can ring.
Other than that, you can just turn up at the gate and pay to get in - though this doesn't happen at Saints-Wigan games as it's tickets only.

If we are talking Rugby Union here your best bet is to join a Rugby Club. All clubs are allocated a number of International Tickets based on the size of the playing membership, the number of teams they put out each weekend, the age groups of the teams etc. etc. These tickets are normally allocated by ballot within the club. Club members who qualify to purchase tickets normally have to apply for them in September. There are never enough to go around for the major International Games. For games against the smaller nations there are generally plenty of tickets available and they can be purchased directly from the RFU or designated agents of the RFU, companies such as Ticket Master. For most Premiership Club matches tickets can normally be bought at the ground as the crowds are not sufficient yet to fill the stadiums.

Internationals, depends which ones, best bet is to book a tour package from the big operators, google rugby 6 nations tickets and you'll find them.
