How to achieve this? Please compare & discuss:
A. Each club is given a set maximum spend per year on players and this level is set such that the top twelve teams will all be spending at the maximum level
B. A tax the rich system to narrow the gap between the top three spenders and the rest gradually
C. Other ideas - you are welcome to come up with your own

Let me get this straight...you want to introduce communism into football?

They operate with a similar system in US Sport where salaries are capped either by having a maximum you can spend on one player's wages or a maximum team total salary. It will probably only be a matter of time before UEFA seriously consider introducing such a system but FIFA would have to sanction it first. I can imagine the player's union taking it to Court in Europe where the judges will probably rule that a person has the right to earn whatever someone is willing to pay him for his services. But like others have said this idea would really hurt the big boys like Chelsea, Manchester United, Barcelona and Real Madrid whilst clubs such as Arsenal and Ajax would thrive. In essence most of the lower leagues have introduced a cap on salary because so many have had to fight bankruptcy in recent years that they know now that they have to be better at managing the club's limited finances.

Thats a stupid idea. And why just penalise the top 10 clubs, why not 12, 14, 100 Clubs should be capped on transfer fees, but to a percentage of their income, not to a figure based on some other clubs spending. Their wage bills should also be capped on the same basis % of turnover. As for the public agreeing, those outside the capped clubs would agree, those who support the capped clubs wouldn't. And opinion would change if a team moved in/out of that top 10

I dont think that high transfer fees ar the problem, it is high wages which are putting all of the power in the hands of the players. If a yearly salary cap was imposed, it would mean that teams would have to find a balance of different players and couldnt do a Chelsea and have 25 players on £100,000 per week.

This would also encourage teams to take on young english talent rather looking abroad. But its not going to happen is it...

That would be fine with me Arsenal would win the league every year, with the good buys AW acquires. I think your idea would make a big differance, spurs for example have spent millions more than AFC, so under your idea they would probably get relegated... not a bad idea. There was talk of capping players wages but clubs would get around this by offering bonuses etc. I don't think it'll ever happen because uefa would probably have to implement it so it would effect the Italian and spanish leagues, and you know how much they pay for their players.

I think Fifa should allow clubs spend how much money they wish to as long as they will be fielding only 11.

Look at where Chelsea is and this honour goes more to england that to chelsea itself as today they are the most dangerous english club around the planet.

Good idea. Low spenders like arsenal would win everything. (Good not BAd.) Chelski will fall and die like leeds.
