Yup. The function of the cell membrane is to control what goes into the cell and what comes out of the cell. All cells need oxygen, water, and other nutrients to survive, and cells also expel certain waste products like carbon dioxide, so the cell membrane kind of acts as the "gate keeper" for these things.

Not only plant and animal cells, but all bacterial cells, all protozoal cells, all fungal cells...ALL cells have a plasma membrane. I think if you open your text book and read about membranes, or if you just google "function of cell membrane" you'll find what you need.
