In order for a government to exist, Hobbes argues that there must be a realist consensus among the governed to give up certain liberties for a greater body which can organize the people. The government fails only when the people recognize that it is not providing them with what it was expected to provide, so the people either reform or change their government in a realist fashion. Hobbes believes that government is very vulnerable to the people's will and believes that even a totalitarian dictatorship mush always have the people's support due to the government's fear of anarchy (which would lead to the government's demise).
