The CIA (Central Intelligence Agency) is responsible for gathering information abroad & protecting America from outside threats, i.e., communism in the 20th century & currently against terrorism.
The FBI (Federal Bureau of Investigation) is the domestic investigative branch of law enforcement. They deal with federal crimes inside the United States, but have jurisdiction across State lines.

I do not know would be the correct answer -- in fact no one knows exactly. since their operations are mostly kept secret. but i would guess to venture cia is linked to the outside world. while fbi is linked to domestic activities. hope it helps.
